Usually this means all non critical care is stopped and people sent home. Regardless there will even be less throughput.

Uhm, you mean that after the government let the speculators run rampant in the housing market building entire ghost cities while inflating the prices using consumer money… they cracked down on the building sector and are leaving consumers holding the bag.

If they open that particular box, the only option would be to strike against each nuclear site in Russia. Because once that started there is no reason the Russian threshold for usage would not just lower over time.

At the same time Ukraine would start striking nuclear power plants in Russia. Russia has a lot to lose here.
